Ex-Cop Allegedly Shot & Killed Black Man Surrendering During Traffic Stop

A grand jury has indicted a former Georgia police officer accused of fatally shooting a Black man as he tried to surrender during a traffic stop.

Ex-Woodstock officer Grant Matthew Shaw was indicted last month on an involuntary manslaughter charge in connection to the shooting death of Emmanuel Millard on October 12, 2023, per Atlanta News First.

On the night of the shooting, Millard attempted to evade officers as they tried to pull him over for several traffic violations, the Woodstock Police Department previously said.

A chase ensued into Cobb County during which ā€œthe suspect ran off the road in multiple locations, nearly struck multiple civilian vehicles, and attempted to strike police vehicles," according to police. The pursuit ended with officers using a precision immobilization technique (PIT) maneuver to stop Millardā€™s car, which crashed near Highway 92 and Old Mountain Park Road in Cobb County.

As officers were attempting to arrest the suspect, Shaw shot Millard. Millard was taken to a hospital, where he later died.

After viewing unreleased body camera footage of the incident, Andrew Lampros, an attorney representing the victim's family, said Millard was surrendering to police when he was shot and killed.

ā€œ[Millard] showed him his hands, he was fully compliant and told him to get out of the car, and as he went to get out of the car, he shot and killed him,ā€ Lampros said. ā€œTraffic stops are not supposed to end in the death of the person who was stopped, especially when they present no danger to themselves or anyone else.ā€

Shaw turned himself in to the police on April 22. On Monday (April 29), Shaw was granted a $50,000 bond under conditions including staying away from the family and not possessing any weapons.
